You can share a unique join code that family members can enter in the app, or send an invitation link via email or text. Those are storage plans, and they are good value as storage. What they are not is a shared family space. Apple's iCloud Shared Photo Library caps at six participants and requires everyone to be on Apple devices; Google One is storage attached to your own account, and a shared Google Photos album asks every relative for a Google account. If your family is all-Apple and small, the plan you already pay for genuinely is enough and you should use it. If relatives are on Android, or the circle is wider than six people, you are paying for storage and still have no shared album that works for everyone.
